Title

Substitute resolution approving construction of nonassessable public improvements at various locations and appropriating funds for these purposes with the City construction cost estimated to be $10,247,000 for a total estimated cost of these projects being $11,151,000.

Analysis

This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works.  The City cost of the projects approved by this resolution is estimated to be $10,247,000.  The total estimated cost of these projects is $11,151,000.

Body

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and

 

Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:

 

1st Aldermanic District

 

N. 27th St. Bioretention Maintenance Contract:

N. 27th St. - W. Capitol Dr. to W. Roosevelt Dr. (SM499190001)  File Numbers 181588 and 181589:  (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $29,000, additional funds).   The total estimated cost of this project including the requested amount is $50,000.  This project is anticipated to be completed during the 2019 construction season. 

 

2nd, 5th and 9th Aldermanic Districts

 

N. 91st St. - Bioretenction Maintenance Contract:

N. 91st St. - W. Mill Rd. to W. Good Hope Rd. (SM499190003)  File Number 181860: (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $49,000).  The total estimated cost of this project including the requested amount is $50,000.  This project is anticipated to be completed during the 2019 construction season. 

 

 

 

3rd Aldermanic District

 

N. Lake Dr. at N. Downer Ave.  (ST211180220) File Number 180399: Install curb push out(s). (Nonassessable Reconstruction Paving Fund -- $75,000, additional funds).  The total estimated cost for this project including the requested amount is $131,000.  This project was completed in 2018 and these funds are needed to close out the contract.

 

4th Aldermanic District

 

E. Juneau Ave. - N. Astor St. to N. Prospect Ave. (SM495180066)  File Number 180872:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $237,000). The total estimated cost of this project including the requested amount is $249,000.  This project is anticipated to be completed during the 2019 construction season. 

 

W. St. Paul Ave. - N. 13th St. to 72’ west of N. 17th St. (WT410180615) File Number 161562:  Relaying water main. (Nonassessable Water Fund Budget Line 5010 -- $5,000; Nonassessable Water Fund Budget Line 6410 -- $720,000). The total estimated cost of this project including the requested amount is $755,000.  This project is anticipated to be completed during the 2019 construction season. 

 

N. Waverly Pl. - 300’ north of  E. State St. to E. Juneau Ave. (SM495180073)  File Number 180872:  Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $83,000). The total estimated cost of this project including the requested amount is $93,000.  This project is anticipated to be completed during the 2019 construction season. 

 

5th Aldermanic District

 

N. 95th St. - W. Burleigh St. to W. Auer Ave. (WT410190634)  File Number 171854: Relaying water main.  (Nonassessable Water Fund Budget Line 5010 -- $2,000; Nonassessable Water Fund Budget Line 6410 -- $173,000). The total estimated cost of this project including the requested amount is $190,000.  This project is anticipated to be completed during the 2019 construction season. 

 

6th Aldermanic District

 

W. Center St. - N. Dr. Martin Luther King Jr. Dr. to N. 7th St. (SM495180050) File Number 180399: Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $1,115,000).  The total estimated cost of this project including the requested amount is $1,135,000.  This project is anticipated to be completed during the 2019 construction season. 

 

N. Vel R. Phillips Ave. - W. Clarke St. to W. Hadley St. (SM495180033) File Number 180160: Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $417,000). The total estimated cost of this project including the requested amount is $432,000.  This project is anticipated to be completed during the 2019 construction season. 

 

N. 7th St. - W. Clarke St. to W. Center St. (SM495180054) File Number 180399: Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $178,000). The total estimated cost of this project including the requested amount is $190,000.  This project is anticipated to be completed during the 2019 construction season. 

 

6th and 15th Aldermanic Districts

N. 8 th St. - W. North Ave. to W. Atkinson Ave. (ST211190292) File Number 181860: Asphalt surface overlay (Nonassessable Reconstruction Paving Fund -- $290,000) The total estimated cost for this project including the requested amount is $300,000.  This project is anticipated to be completed during the 2019 construction season.

 

7th Aldermanic District

 

N. 35th St. - 200’ south of W. Capitol Dr. (SM494170014)  File Number 171096: Relaying sanitary sewer (Infiltration/Inflow Reduction Fund -- $26,000 additional Funds).   The total estimated cost of this project including the requested amount is $160,000.  This project is anticipated to be completed during the 2019 construction season.

 

N. 41st St. - W. Roosevelt Dr. to W. Capitol Dr. (ST214190102) Installing traffic calming speed humps. (Developer paving fund -- $12,000). The total estimated cost of the project including the requested amount is $12,000. This project is anticipated to be completed during the 2019 construction season.

N. Sherman Blvd. Bioretention Maintenance Contract

N. Sherman Blvd.-W. North Ave. to W. Congress St. (SM499190002) File Numbers 181588 and 181589:  (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $5,000, additional funds).   The total estimated cost of this project including the requested amount is $50,000.  This project is anticipated to be completed during the 2019 construction season. 

 

8th Aldermanic District

 

W. Lapham St. - S. 20th St. to S. 21st St. (SM495180028) File Number 180160:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $73,000). The total estimated cost of this project including the requested amount is $85,000.  This project is anticipated to be completed during the 2019 construction season. 

 

W. Lincoln Av. - S. 35th St. to point west of S. 43rd St. (West Milwaukee portion) (ST214190101) Asphalt surface overlay (Developer paving fund -- $250,000) The total estimated cost of this project including the requested amount is $500,000. This project is anticipated to be completed during the 2019-2020 construction season.

 

W. St. Paul Ave. - 72’ west of N. 17th St. to 600’ east of W. Greves St. (WT410180614) File Number 161562: Relaying water main. (Nonassessable Water Fund Budget Line 5010 -- $5,000; Nonassessable Water Fund Budget Line 6410 -- $615,000).  The total estimated cost of this project including the requested amount is $650,000.  This project is anticipated to be completed during the 2019 construction season.

Area bounded by S. 43rd St. to S. 52nd Pl. and W. Lincoln Ave. to W. Oklahoma Ave.  (SM494180030) File Number 180872:  Sanitary Sewer lining. W. Wisconsin Ave. - N. 51st St. to N. 53rd St. (SM495180095) File Number 181383:  Installing new storm sewer.  Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $614,000). The total estimated cost of this project including the requested amount is $629,000.  This project is anticipated to be completed during the 2019 construction season. 

 

N. 52nd St. - W. Blue Mound Rd. to W. Wisconsin Ave. (SM495180094) File Number 181383: Installing new storm sewer.  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $301,000).  The total estimated cost of this project including the requested amount is $313,000.  This project is anticipated to be completed during the 2019 construction season. 

 

N. 75th St. - W. Chambers to 190’ +/- south of W. Burleigh St. (SM494180052)  File Number 181383:  Relaying sanitary sewer.  (Infiltration/Inflow Reduction Fund -- $125,000).  The total estimated cost of this project including the requested amount is $137,000.  This project is anticipated to be completed during the 2019 construction season. 

 

12th Aldermanic District

 

W. Burnham St. at W. Forest Home Ave. (Intersection modifications) (ST211180230) File Number 180399: Replace curb and gutter and sidewalk as necessary.  (Nonassessable Reconstruction Paving Fund -- $10,000 additional funds). The total estimated cost for this project including the requested amount is $43,000.  This project was completed in 2018 and the funds are needed to close out the contract.

 

W. National Ave. - 280’ +/- east of S. 9th St. to S. 10th St. (SM495180071)  File Number 180872: Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $176,000).  The total estimated cost of this project including the requested amount is $188,000.  This project is anticipated to be completed during the 2019 construction season. 

 

S. 4th St. - W. Maple St. to alley south of W. Burnham St.  (SM495180060)  File Number 180759:  Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $163,000). The total estimated cost of this project including the requested amount is $175,000.  This project is anticipated to be completed during the 2019 construction season. 

 

S. 5th St. - W. Orchard St. to W. Lapham Blvd.  (SM495180062) File Number 180759:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $190,000). The total estimated cost of this project including the requested amount is $202,000.  This project is anticipated to be completed during the 2019 construction season. 

 

S. 9th St. - W. National Ave. to 100’ south of W. Walker St. (SM495180070) File Number 180872:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $184,000). The total estimated cost of this project including the requested amount is $196,000.  This project is anticipated to be completed during the 2019

construction season. 

 

S. 17th St. - W. National Ave. to 400’ south of W. National Ave. (SM495180030) File Number: 180160:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $136,000). The total estimated cost of this project including the requested amount is $148,000.  This project is anticipated to be completed during the 2019 construction season.

W. Barnard Ave. - S. 26th St. to S. 27th St. (WT410190641) File Number 171854: Relaying water main. The total estimated cost of this project including the requested amount is $210,000.  This project is anticipated to be completed during the 2019 construction season.

Barnard Ave.  (WT410190639) File Number 171854: Relaying water main.  (Nonassessable Water Fund Budget Line 5010 -- $2,000; Nonassessable Water Fund Budget Line 6410 -- $78,000). The total estimated cost of this project including the requested amount is $95,000.  This project is anticipated to be completed during the 2019 construction season. 

 

15th Aldermanic District

 

W. Vine St.-160’ east of N. 28th St. to N. 28th St. (SM495180045) File Number 180399:  Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $52,000). The total estimated cost of this project including the requested amount is $64,000.  This project is anticipated to be completed during the 2019 construction season.

Program area bounded by W. Capitol Dr., W. Oklahoma Ave, Lake Michigan and North 60th St.  (Downspout Disconnection Program, Non Assessable, $1,999,000)

The total estimated cost for this project including the requested amount is $2,000,000.

The project is anticipated to be completed in 2019.

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
