Title
Susbtitute resolution relative to the acceptance of 2018-19 funding for $11,000 from Association of Public Health Laboratories (APHL) / Centers for Disease Control and Prevention (CDC).
Analysis
This resolution authorizes the Health Department to accept funds from the Association of Public Health Laboratories (APHL) / Centers for Disease Control and Prevention (CDC) in the amount of $11,000 to assist with evaluation of a laboratory developed molecular test for detection of STI pathogens associated with genital ulcer disease (GUD) as well as the validation of the CDC real-time multiplex PCR assay for the diagnosis of GUD, especially as it relates to patients presenting suspected syphilis and/or HSV.

Whereas, The City of Milwaukee appears to be eligible for grant funds from APHL/CDC support the equipment, supplies and training needed to evaluate and validate the described molecular tests at the MHD Lab, which will also positively impact the department’s KHC STI Clinic operations and services; and
Whereas, The operation of this grant program from 10.08.2018 to 06.30.2019 would cost $11,000 completely funded by the Grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application of this grant from the APHL / CDC is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to commit funds within the Project/Grant Parent of the 2018 Special Revenue Grant and Aid Project fund, the following amount for the project titled GUD Grant:

Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it
Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
2. Expend from the 2018 grant budget funds for specific items of equipment; and
3. Enter into subcontracts and leases as detailed in the grant budget;
