Title
Substitute resolution regarding the representation of the American Legion Star on the eastern slope of Kilbourn Reservoir Park.

Analysis
This resolution authorizes the Commissioner of Public Works to issue a Request for Proposals and award a contract for the design and installation of a representation of the American Legion Star emblem on the eastern slope of Kilbourn Reservoir Park at 626 East North Avenue.

Body
Whereas, The Milwaukee Water Works has completed the construction phase of the decommissioning of the Kilbourn Reservoir and now desires to put the finishing touches on the project; and

Whereas, There was a representation of the American Legion Star emblem on the eastern slope of the property which was installed in 1941 to honor the American Legion; and

Whereas, The Milwaukee Water Works is committed to return the star or a representation thereof to the eastern slope of the property; and

Whereas, The previous representation utilizing live flowering plants is impractical and has high maintenance costs, and an alternate approach is sought; and

Whereas, The alternate approach should have the attributes of being visually pleasing to stakeholders including the Alderpersons of the district and neighboring district, the American Legion, neighbors and those utilizing the park, and should be permanent, low maintenance, and acceptable to the Historic Preservation Commission; and

Whereas, The Milwaukee Water Works does not have the expertise to design or evaluate possible approaches to this effort, but the local artistic community may have some solutions; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to issue a Request for Proposals for the design and installation of the American Legion Star emblem or a representation thereof on the eastern slope of Kilbourn Reservoir P...
