Title

Substitute resolution authorizing an appropriation from the Housing Trust Fund relating to homelessness.

Analysis

This resolution authorizes an appropriation of up to $75,000 from the Housing Trust Fund to provide funding for warming rooms to serve the homeless population throughout the city.

 

Body

Whereas, Homelessness is a circumstance that over 500,000 people in the nation live with every day; and

 

Whereas, Homeless people often must spend their nights outside, due to the number of homeless exceeding the availability of shelter beds in their communities; and

 

Whereas, The winter months often exacerbate this issue, as temperatures drop and the need for additional shelters increases; and

 

Whereas, The city of Milwaukee has a substantial homeless population that uses or seeks to use warming rooms in the winter months; and

 

Whereas, The full cost of having space, utilities, and staff to operate a warming room from December 1st to February 28th each year is a significant expense for non-profit facilities for the homeless; and

 

Whereas, The City identifies a need to provide its homeless population with a safe place to spend the winter nights; and

 

Whereas, The Housing Trust Fund was established in part to provide financial support for housing and other services for the homeless in Milwaukee; and

 

Whereas, There are available funds within the Housing Trust Fund for providing safe housing for the homeless population of the city; now, therefore, be it  

 

Resolved, By the Common Council of the City of Milwaukee, that up to $75,000 shall be appropriated from the Housing Trust Fund to provide funding for operation of warming rooms by non-profit organizations in the city from December 1, 2018 to February 28, 2019.
