Analysis
This resolution authorizes the Mayor of the City of Milwaukee to execute an Intergovernmental Cooperation Agreement between the City of Milwaukee and the Milwaukee Metropolitan Sewerage District recognizing joint Total Maximum Daily Load implementation initiatives.
Body

Whereas, The City of Milwaukee, for its separate storm sewer system (MS4), and the MMSD have individual Wisconsin Pollutant Discharge Elimination System (WPDES) permits; and

Whereas, Said permits contain requirements of Total Maximum Daily Loads (TMDLs), which include the Menomonee River, Kinnickinnic River and Milwaukee River watersheds as well as the Milwaukee Harbor Estuary; and

Whereas, Analysis of said TMDLs for MMSD’s jurisdictional streams, was recently completed by the Environmental Protection Agency (EPA); and

Whereas, Pursuant to said permits, MMSD and the City desire to enter into an Intergovernmental Cooperation Agreement (ICA) to make progress on the TMDL requirements; and

Whereas, The efforts to satisfy the permit, and TMDL, requirements shall include treatment plant, conveyance, watercourse, green infrastructure and watershed management projects (Projects); and

Whereas, The ICA states that the City and MMSD will work collaboratively to address requirements of the TMDLs to improve the health of the tributary watersheds by reducing overall pollutant loads, reducing flooding, and making progress toward general pollution reduction; and

Whereas; The ICA also spells out the duties and responsibilities of the City and MMSD to work together to implement water quality improvements that help the region meet water quality goals; and
