Analysis
This resolution urges the Chief of Police to reinstate the Building Community and Neighborhood Trust Policing Initiative to restore the number of foot beat patrols in city neighborhoods. The assigned officers would work closely with neighborhood residents, local businesses, block watches and other community groups to identify criminal activity and nuisances impacting neighborhood quality of life.

Whereas, Beat patrols are a preferred means of building community trust, discouraging criminal activity, and promoting neighborhood safety; and
Whereas, Beat patrols allow officers to have regular positive interactions with neighborhood residents, businesses and community groups to build relationships; and
Whereas, Police officers gain familiarity with regular neighborhood activity and notice unusual occurrences while on beat patrol; and
Whereas, Beat patrols encourage residents to present their concerns and cooperate to address neighborhood problems; and
Whereas, Beat patrols provide police presence and visibility discouraging criminal activity and contributing to neighborhood safety; and
Whereas, The Milwaukee Police Department conducted a beat patrol initiative known as the Building Community and Neighborhood Trust Policing Initiative in the past; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Common Council urges the Chief of Police to reinstate the Building Community and Neighborhood Trust Policing Initiative to increase the number of foot beat patrols in city neighborhoods.
