Title
Substitute resolution directing the Department of Public Works to conduct a pilot study of dockless bicycle share systems.
Analysis
This resolution directs the Department of Public Works to conduct a pilot study of dockless bicycle share systems. The pilot study will run until December 31, 2019 unless otherwise authorized by the common council. The Commissioner of Public Works will evaluate the results and effectiveness of dockless bicycle share systems in the city and provide a report to the common council prior to the end of the pilot study.

Body
Whereas, Dockless bicycles do not require docking stations to park bicycles and instead can be parked and locked via internal wheel-lock, integrated locking devices, such as u-locks or cables, or other mechanisms that prevent the wheels from moving and render the bicycles immobile; and

Whereas, Dockless bicycles may be a beneficial addition to the city’s transportation network; and

Whereas, Dockless bicycle share systems may allow rapid expansion of bicycle share opportunities into areas currently underserved by bicycle share; and

Whereas, Dockless bicycle technology is developing rapidly; and

Whereas, The City recognizes that dockless bicycle share has the potential for causing disruption and hazards in the public right-of-way; and

Whereas, It is the intent of the City to prohibit a dockless bicycle share system unless a pilot study can demonstrate its usefulness, effectiveness and safe operation; now, therefore be it

Resolved, By the Common Council and the City of Milwaukee, that the Department of Public Works is directed to conduct a pilot study of dockless bicycle share systems; and, be it

Further Resolved, That the pilot study shall end on December 31, 2019, unless otherwise reauthorized by the Common Council; and, be it

Further Resolved, That the pilot study shall begin by August 1, 2018; and, be it
