Title
Substitute resolution relating to services for residents in areas where high concentrations of households with lead-poisoned children have been reported.
Analysis
This resolution directs the Department of Administration to contract with the Social Development Commission and the Sixteenth Street Community Health Center to provide the following services:
1. Contact and make in-person visits to each residential unit in portions of the 12th and 15th Aldermanic Districts identified by the Milwaukee Health Department as having the greatest concentration of lead-poisoned children to:
a. Inform residents they are living in housing which may contain lead hazards which could pose a risk of blood-lead poisoning, especially for children under 6 years of age, nursing mothers and pregnant women.
b. Inform residents of the health risks of blood-lead poisoning, the sources of lead contamination and the means of limiting or eliminating exposure to lead hazards.
c. Educate residents on what resources are available to test for blood-lead poisoning, identify lead hazards in the home and limit or eliminate exposure to lead hazards, and assist residents in accessing these resources.
d. Obtain signed forms indicating the parent or other person responsible for the welfare of children residing in the household was informed and understands the health risks of lead poisoning and exposure to lead hazards.
2. Offer water filters capable of eliminating lead to households with children under 6 years of age, nursing mothers or pregnant women, and provide water filters and replacement filters if requested, and instruct household members on how to properly install water filters provided, and how and when filters should be changed.
