This resolution directs Milwaukee Water Works to apply for financial assistance programs through the Leading on Lead Act for replacing lead water-service lines.
Body

Whereas, The Common Council passed File Number 160742 on December 18, 2017, creating an ordinance mandating the replacement of lead water-service lines and establishing a special assessment for lead water-service lines on private property; and

Whereas, The Common Council passed File Number 170527 on July 31, 2017, creating an ordinance relating to semi-annual reporting to the Common Council by Milwaukee Water Works and the Department of Public Works regarding the status of lead water-service line replacement; and

Whereas, Governor Scott Walker signed into law Act 137, also known as the Leading on Lead Act, on February 21, 2018; and

Whereas, The Leading on Lead Act creates a process by which a public water utility may provide a grant or loan to a property owner to assist with replacing a lead water-service line; and

Whereas, The process will result in utilities working in conjunction with the Public Service Commission and the Wisconsin Department of Natural Resources to guarantee utility grant and loan programs incorporate sound industry practices for minimizing lead and copper in drinking water in a manner that is equitable to ratepayers and reasonable in cost; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that Milwaukee Water Works is directed to apply for Wisconsin Public Service Commission approval of customer-owned lead water-service line replacement financial assistance programs through the Leading on Lead Act; and, be it
