Title

Resolution relative to acceptance and funding of a Wisconsin Coastal Management Program grant from the State of Wisconsin Department of Administration for the installation of bioswales within the terrace area of West Nash Street between West Appleton Avenue and North 76th Street in the 10th Aldermanic District.

 

Analysis

This resolution authorizes the Department of Public Works, Infrastructure Services Division, to accept and fund a Wisconsin Coastal Management Program grant with a maximum reimbursement amount of $24,500 for the construction of bioswales in the terrace area of West Nash Street between West Appleton Avenue and North 76th Street.

 

Body

Whereas, Green infrastructure, such as bioswales, reduces the volume of stormwater in the sewer system and the amount of pollutants discharged to surface waters; and

 

Whereas, The City proposes to construct bioswales in the terrace area of West Nash Street between West Appleton Avenue and North 76th Street; and

 

Whereas, Wisconsin Coastal Management Program (WCMP) desires to promote the installation of green infrastructure and is willing to provide funding the amount of 35% of the total project cost up to a maximum reimbursable amount of $24,500; and

 

Whereas, Plans, specifications and cost estimates have been prepared for this project; and

 

Whereas, The cost of the bioswale project is approximately $95,000; and

 

Whereas, Common Council File 160798 authorized the funding for the construction of project SM499160102 in the amount of $95,000; now, therefore, be it

 

Resolved, That the Commissioner of Public Works is authorized to accept and execute the WCMP grant without further Common Council approval, unless the terms of the grant change as indicated in Common Council File 030712; and, be it

 

Further Resolved, That upon approval of this Agreement, the City Comptroller is authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project, and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:

; and, be it

 

Further Resolved, That these funds are appropriated to the Department of Public Works, which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it

 

Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations; and, be it

 

Further Resolved, That the Commissioner of Public Works, on behalf of the City of Milwaukee, is authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
