Title

Resolution relative to the acceptance and expend funding of a Medical College of Wisconsin Healthier Wisconsin Partnership Program Change Incubator Capacity Building funding for the Eviction Prevention project.

Analysis

This resolution authorizes the Department of Administration - Community Development Grant Administration to accept and expend grant funds in the amount of $10,000 from the Advancing a Healthier Wisconsin Endowment Healthier Wisconsin Partnership Program (HWPP) Change Incubator Capacity Building funding stewarded by the Medical College of Wisconsin, for the Eviction Prevention project.     

 

Body

Whereas, The Advancing a Healthier Wisconsin (AHW) Endowment, stewarded by the Medical College of Wisconsin (MCW), has a mission to work with partners to catalyze health improvement in Wisconsin communities, and the Healthier Wisconsin Partnership Program’s Change Incubator funding aims to invest in community-based partnerships to overcome challenges or key next steps to increase their readiness for and effectiveness in carrying out larger community health improvement initiatives.  Funding will support partnerships of diverse organizations and perspectives to collaborate on infrastructure development, action planning and partnership development to jumpstart the collaborative planning, implementation, evaluation, dissemination and sustainability processes of a community health improvement initiative; and

 

Whereas, The City of Milwaukee is eligible for the Medical College of Wisconsin Healthier Wisconsin Partnership Program (HWPP) Change Incubator Capacity Building grant for the City of Milwaukee Eviction Prevention project; and

 

Whereas, The Eviction Prevention project will create a coalition of local stakeholders involved in eviction and its prevention, to study the eviction system and develop solutions for change needed to affect health disparities in the region; and 

 

Whereas, The Purpose of the Eviction Prevention project is to develop a local stakeholder coalition and strategic plan designed to build capacity for eviction prevention services; and

 

Whereas, The Eviction Prevention project will be the start of a multi-year initiative that will endeavor to bring together policy makers, administrators, tenant’s rights groups, the legal and health communities, service providers, landlords, and advocates for quality affordable housing to better identify the problem, develop recommendations and implement solutions community-wide with the ultimate goal of reducing evictions; and

 

Whereas, The Wisconsin Policy Forum will facilitate partner convening’s, provide front-end research on the issue of evictions in Milwaukee, and prepare a final report that offers a list of solutions and recommended next steps providing a blue print for the next phase of this work; now, therefore be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration Community Development Grant Administration shall accept a $10,000 Capacity Building grant from the Medical College of Wisconsin Healthier Wisconsin Partnership Program for the Eviction Prevention project; and, be it

 

Further Resolved, That acceptance of this grant shall not require further approval unless the terms of the grant change as indicated in s. 304-81, Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to: 

 

1.  Commit funds within the Project/Grant Parent of the 2018 Special Revenue-Grant and Aid Projects, the following amounts the project titled Eviction Prevention Grant:

 

2.  Create the necessary Special Revenue Fund and Aid Project/Grant and Project/Grant levels, budget against these Project/Grant values the amounts required under the grant agreements;

 

Further Resolved, That these funds are budgeted for the Department of Administration - Community Development Block Grant Administration, which is authorized to:

 

1.                     Expend from the amounts budgeted sums for the specified purposes, as indicated in the grant agreement and incur costs consistent with the award date;

 

2.                     Enter into subcontracts as detailed in the grant budget.
