Title
Substitute resolution relating to a request for proposals for blood lead level testing and testing for lead in drinking water.
Analysis
This resolution directs the Department of Administration to develop and issue a request for proposals to hire a contractor to provider the following services:
1. Contact and make in-person home visits to the 6,428 or more households the Mayor and the Health Department have identified, or identify in the future, as possibly not notified that one or more children in the households were found to have elevated blood lead levels during the years 2015 through 2017, or other years.
2. Counsel household members on the health risks of an elevated blood lead level and means of eliminating exposure to lead.
3. Educate household members on what resources are available to eliminate exposure to lead, and assist household members in accessing these resources.
4. Assess the households for lead hazards, including from lead-based paint on surfaces, drinking water contamination or other sources, and initiate all best practices that can be immediately implemented to remediate or mitigate any lead hazards identified, including, but not limited to wet washing and high-efficiency particulate air (HEPA) vacuuming.
5. Test for lead contamination of the drinking water at main household taps and install water filters capable of eliminating lead, and replacement filters, if the drinking water is found to be lead-contaminated; and instruct household members on how to properly use the installed water filter, and how and when filters should be changed.
Services provided under this contract shall be funded by the Health Department, with additional funding from the 2018 Common Council Contingent Fund as needed. Further Common Council approval is required.
The Department of Administration shall seek Common Council approval before executing any agreement.

Whereas, The Mayor and the Health Department have identified at least 6,428 households that were possibly not notified that one or more children in the households were found to have elevated blood lead levels during the years 2015 through 2017; and
Whereas, This oversight puts the health and safety of children in these un-notified households at greater risk; and
Whereas, The failure to notify these households of this threat to the health and safety of children living in them suggests a serious breakdown in the management of the Health Department, and brings into question the Department’s fundamental capacity to protect the health and safety of the most vulnerable residents in the city; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration is directed to develop and issue a request for proposals to hire a contractor to provider the following services:
1. Contact and make in-person home visits to the 6,428 or more households the Mayor and the Health Department have identified, or identify in the future, as possibly not notified that one or more children in the households were found to have elevated blood lead levels during the years 2015 through 2017, or other years.
