Analysis
This ordinance:
1. Increases composition of the youth council from 15 to 17 members; the additional 2 members shall be at-large members nominated by the city clerk.
2. Establishes that the presence of 8 members shall constitute a quorum.
3. Establishes that nominations shall be submitted annually no later than July 1 to the common council for confirmation (compared to October 1 currently).
4. Deletes the provision prohibiting a person from being nominated to the youth council if the person is scheduled to graduate before the end of the term for which he or she is being nominated.
5. Establishes that members shall serve a term from September 1 to August 31 of the following year, rather than from November 1 to October 31, as currently provided.
6. Establishes that any member not meeting attendance requirements established by the city clerk shall have his or her seat declared vacant.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 320-45-2-0 of the code is amended to read:

320-45. Youth Council.
2. COMPOSITION. The youth council shall be comprised of [[15]] >>17<< members, one residing in each aldermanic district >>and 2 at-large members nominated by the city clerk.<< Each youth council member shall:

3. SELECTION. The city clerk’s office shall be responsible for recruitment of individuals to serve on the youth council. Nominations shall be submitted annually no later than [[October 1]] >>July 1<< to the common council for confirmation. [[No person shall be nominated who is scheduled to graduate before the end of the term for which he or she is being nominated.]]
