Title

Substitute resolution relative to continued funding of the 2014-15 Victims and Suspects of Firearm Violence Grant from the Joyce Foundation.

 

Analysis

This resolution authorizes the continued funding of the Victims and Suspects of Firearm Violence grant.

 

Body

Whereas, Common Council File Number 140718, adopted September 23, 2014, authorized application for, acceptance and funding for the 2014-15 Victims and Suspects of Firearm Violence Grant from the Joyce Foundation; and

 

Whereas, The project has an unencumbered balance at the end of May 2017 of $64,202 which is available through the Joyce Foundation; and

 

Whereas, Milwaukee Code of ordinances Section 304.81 states that the “carrying over the unexpended funds shall be limited to three years from the year in which the funds were appropriated. A grant project exceeding this period shall be re-funded through a separate resolution”; and

 

Whereas this limitation applies to the continuation of the Victims and Suspects of Firearm Violence grant; and

 

Whereas, Continued involvement in this program will improve our understanding of risk and protective factors for gun violence for the City of Milwaukee, now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that continuation of the grant for Victims and Suspects of Firearm Violence from the Joyce Foundation, to be administered by the Health Department, is hereby authorized; and, be it

 

Further Resolved, That the proper City officials and/or the herein named department head are authorized to continue the grant without further Common Council approval; and be it

 

Further Resolved, That the Health Department is authorized to expend, from the amount appropriated, sums for specified purposes in accordance with the previously approved ongoing budget for the program; and be it

 

Further Resolved, That the Health Department shall have the authority to continue transfers within aforementioned project budget as long as the amounts expended are in accordance with Grantor regulations
