Title

A substitute ordinance relating to the monthly health benefit payments of surviving spouses of city employees who died in the line of duty.

Analysis

Currently, surviving spouses of city employees who died in the line of duty prior to January 1, 1985, must pay 75% of the monthly health benefit premium.  Surviving spouses of city employees who died in the line of duty on or after January 1, 1985, pay no premium up to age 65, and thereafter, pay 75% of the premium for health benefits.

Under this ordinance, effective June 1, 2017, the city will pay 100% of the health benefit cost for surviving spouses of city employees who died in the line of duty until the spouses become 65 years old.

This change creates equity among surviving spouses of city employees who died in the line of duty.

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Section 350-30-7-a-6 of the code is repealed.

 

Part 2.  Section 350-30-7-a-7 of the code is renumbered 350-30-7-a-6 and amended to read:

 

350-30. Health Benefits.

7. PAYMENTS.

a. Premiums. 

a-6. >>Effective June 1, 2017,<< persons eligible under sub. 3-a-8 [[on or after January 1, 1985,]] shall pay:

a-6-a. Up to age 65, no premium.

a-6-b. On and after age 65, 75%.
