Title
Substitute resolution relating to the expenditure of funds to be reimbursed by greater than anticipated revenue (Election Commission).
Analysis
The resolution authorizes supplemental appropriations necessary for the 2016 presidential election recount expenditures incurred by the Election Commission. The appropriations will be offset by revenue.
Body
Whereas, Section 304-91 of the Milwaukee Code of Ordinances establishes procedural guidelines related to the expenditure of funds to be reimbursed by greater than anticipated revenues; and
Whereas, the Green Party agreed to pay $93,782 for 100% of the costs incurred for the 2016 Presidential Recount; and
Whereas, the City of Milwaukee has incurred the expenses in 2016 and the reimbursement was received for the full amount of $93,782; and
Whereas, The Comptroller has certified that greater than anticipated revenue from recount reimbursement in the amount of $93,782, pursuant to s. 304-91,
Pursuant to s. 304-91, I hereby certify that the money required for this is anticipated to be realized on or before December 31, 2016, and is to be expended for the purposes specific in this resolution.

Now, therefore, be it;
Resolved, By the Common Council of the City of Milwaukee, that the Comptroller is hereby authorized and directed to increase appropriations in the amount of $93,782 in the Election Commission 2016 operating account ( 0001-1700-R999- 006300) and to increase the estimated revenues for the Presidential Recount Refund revenue account (0001-1700-943617) by $93,782; and be it
Further Resolved, that the Election Commission is authorized to expend these funds for cost associated with the Presidential Recount; and be it
Further Resolved, that the Comptroller is authorized and directed to establish the necessary accounts and accounting procedures to carry out the intent of this resolution.
