Title
Substitute motion relating to the designation of an alternate site of City government during a state of emergency.
Analysis
This motion requests the Mayor to designate the Robert Anderson Water Tower Municipal Building on South 6th Street as a temporary location of City government during a state of emergency.
Body
Whereas, Section 6-13 of the City Charter provides for the designation of an alternate site as an emergency temporary location of City government where all, or any part, of the public business may be conducted whenever during a state of emergency it becomes imprudent, inexpedient or impossible to conduct the affairs of City government at the regular or usual place of government; and

Whereas, Common Council Resolution File Number 55-2560, adopted November 29, 1955, approved the designation of St. John’s Military Academy in Delafield, Wisconsin, as the alternate site of City government during a state of emergency; and

Whereas, Pursuant to s. 6-13 of the City Charter, it is prudent to designate a new alternate site as a temporary location of City government during a state of emergency; and

Whereas, The Common Council adopted Resolution File Number 160648 on September 20, 2016, directing the City’s Director of Emergency Government and Homeland Security to submit a possible alternate site for consideration by the Mayor and Common Council as a temporary location of City government during a state of emergency if it becomes imprudent, inexpedient or impossible to conduct the affairs of City government at the regular or usual place of City government; and

Whereas, The Director of Emergency Management and Homeland Security submitted two possible alternate sites -- Fire and Police Training Academy on Teutonia Avenue and the Robert Anderson Water Tower Municipal Building on South 6th Street -- for designation as a temporary location of City Government during a...
