Title
Resolution approving a contract and a contract amendment relating to implementation of the Compete Milwaukee 2016 program.
Analysis
Common Council File Number 151082 approved various agreements and documents relating to implementation of the Compete Milwaukee 2016 program, including:
1. A contract between Employ Milwaukee and the City of Milwaukee for the former to provide individualized assessment/case management, tutoring and training opportunities for transitional jobs program participants.
2. An agreement between the City and Running Rebels for the Summer Jobs Initiative.
This resolution rescinds approval of the contract with Employ Milwaukee and approves a contract with WRTP, Inc., instead.
This resolution also approves an amendment to the agreement with Running Rebels.
Body
Whereas, On March 1, 2016, the Common Council adopted File Number 151082, a resolution expressing support for, and approving various agreements relating to, the Compete Milwaukee 2016 program; and
Whereas, Among the documents approved under File Number 151082 was a contract between Employ Milwaukee and the City of Milwaukee for the former to provide individualized assessment/case management, tutoring and training opportunities for transitional jobs program participants (item #10 in the first “Further Resolved” clause); and
Whereas, The City has chosen the Wisconsin Regional Training Partnership, Inc. (“WRTP”) rather than Employ Milwaukee for the contract to provide these services; and
Whereas, A new contract between WRTP, Inc. and the City Of Milwaukee has been drafted by the City Attorney’s Office and approved by both WRTP, Inc., and the City (Exhibit A attached to this file); and
Whereas, Another document approved under File Number 151082 was an agreement between the City and Running Rebels for the Summer Jobs Initiative (item #12 in the first “Further Resolved” clause); and
Whereas, Following adoption of File Number 151082, City staff responsible for implementation of Compete Milwaukee, as well as the Running Rebels organization, determined that this agreement needed to be amended to extend the length of the service from the end of the summer of 2016 to December 31, 2016, and to increase the number of individuals recruited, assessed, job-trained and placed in sustainable paid employment or education; and
Whereas, Following this determination, a contract amendment to the agreement between the City and Running Rebels was developed and has been agreed to by both parties (Exhibit B attached to this file); now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the approval of item number 10 in the first “Further Resolved” clause of Common Council File Number 151082 is rescinded; and, be it
Further Resolved, That the attached contract between WRTP, Inc., and the City for WRTP to provide individualized assessment/case management, tutoring and training opportunities for transitional jobs program participants (Exhibit A) is approved; and, be it
Further Resolved, That the attached contract agreement between the City and the Running Rebels organization for the Summer Jobs Initiative (Exhibit B) is approved.
