Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $1,749,000 for a total estimated cost of these projects being $12,676,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $1,749,000 with the total cost estimated to be $12,676,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
1st, 4th, 7th and 12th Aldermanic Districts
Bioretention Maintenance Contract - North various locations (SM499160124): (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $5,000). The total estimated cost for this project including the requested amount is $90,000. This project is anticipated to be completed during the 2017 construction season.
2nd, 7th, and 10th Aldermanic District
North 60th Street Bioswales: N. 60th St. - W. Burleigh St. to W. Capitol Dr. (SM499160119): (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $10,000). The total estimated cost for this project including the requested amount is $100,000. This project is anticipated to be completed during the 2017 construction season.

Administration and maintenance of the Pavement Management Administration System (PMA) (ST30581901). (Nonassessable Reconstruction Paving Fund -- $50,000). Administration and maintenance of the PMA system utilizing Stantec Road Matrix software. The City Comptroller is authorized to transfer $50,000 from the Major Street Improvement parent account 0333-ST320160000, to an expenditure account previously created within the Capital Improvement Fund-Grant and Aid Projects (ST30581901) for the PMA. The total estimated cost for this project is $135,000. This project is anticipated to be completed in 2017.
