Resolution approving the My Brother’s Keeper Action plan.

Analysis

This resolution approves the My Brother’s Keeper Action Plan.

 

Body

Whereas, The City of Milwaukee participates in the Presidential Community Action, My Brother’s Keeper, a national effort dedicated to creating opportunities for all boys and young men of color; and

 

Whereas, Boys and young men of color are human beings and should be treated as such; and

 

Whereas, Boys and men of color are disproportionately vulnerable to humiliation and mistreatment across all areas of their lives; and

 

Whereas, Society’s governing bodies and institutions systematically strip away at boys and young men of color’s sense of dignity from birth throughout life; and

 

Whereas, Governing bodies and institutions have the power to create conditions whereby boys and men of color can improve their own lives; and

 

Whereas, In February 2014, President Barack Obama launched My Brother’s Keeper as a national initiative dedicated to creating opportunities for all boys and men of color; and

 

Whereas, The Black Male Achievement Advisory Council, along with community and business leaders, have created a 10-point action plan that will help achieve, over a five year period, a vision where boys and men of color feel connected, appreciated, and supported; and

 

Whereas, This action plan includes the following:

 

1.                     Graduate male students’ of color from high school ready for college and or the workplace.

2.                     Accept, retain, and graduate boys and men of color from post-secondary education or job training programs.

3.                     Make workplaces attractive and accessible to boys and men of color.

4.                     Retain and promote employees who identify as males of color.

5.                     Increase the capacities of boys and young men of color to combat violence and victimization.

6.                     Improve administration of justice for boys and men of color.

7.                     Protect the physical, emotional, mental, and spiritual wellness of boys and men of color.

8.                     Fuel creative and entrepreneurial innovations among males of color.

9.                     Increase boys and men of color representation and participation in decision-making bodies and processes across all sectors.

10.                     Establish alternative community-based institutions to sustain males of color achievement efforts.

Whereas, Each action item is accompanied by associated goals, institutional targets, focus groups, and initial strategies; and

 

Whereas, This action plan will be evaluated annually and is committed to building an evidence-base to support the continual improvement of service delivery; and

 

Whereas, The action plan will achieve this vision when boys and men of color are equally represented, participating fully, and actively shaping Milwaukee’s economic, social cultural, and political opportunities, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the 10-point My Brother’s Keeper action plan, a copy of which is attached to this file, be approved; and, be it

 

Further Resolved, That the Common Council urges all residents of Milwaukee to become involved in the program by understanding its detailed vision, objectives, priorities and goals.
