Title

Substitute resolution authorizing the City of Milwaukee to license office space to Diverse & Resilient, Inc. in the Northwest Health Center for the purpose of expanding testing services for HIV and sexually transmitted diseases.

Analysis

This resolution authorizes the City of Milwaukee to enter into a license agreement with Diverse & Resilient, Inc. allowing them to enter and occupy rooms in the Northwest Health Center to provide HIV and sexually transmitted disease testing related to service contract # E0000014393.

Body

Whereas, the City of Milwaukee Health Department(MHD) is seeking assistance with identifying, testing, and treating persons at risk for HIV, persons with HIV that need additional testing and support, addressing HIV/syphilis co-infection and to provide assistance to an emerging community of African American Men who have sex with men(AAMSM);and

Whereas, African American Men who have sex with men accounted for 78% of new HIV diagnoses among Milwaukee residents according to the 2014 Wisconsin HIV/AIDS Surveillance Annual Review; and

Whereas, the CDC estimates that in 30 years, if diagnoses continue at the same rate, over 70% of AAMSM will be HIV positive; and

Whereas, an increasing portion of these cases are occurring on the Northwest side of Milwaukee; and

Whereas, increasing prevention efforts on the Northwest side of Milwaukee will be critical to curbing new HIV diagnoses; and

Whereas, MHD wishes to license office space in the Northwest Health Clinic, 7630 West Mill Road, to Diverse & Resilient, Inc., now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee is authorized to license the use of office space, to Diverse & Resilient, Inc., pursuant to an agreement in substantially the same form as the agreement attached hereto; and, be it

Further Resolved, That the designated officers of said government are hereby authorized and directed to execute an agreement to carry out this purpose; and, be it

Further Resolved, That such authority of the City of Milwaukee Health Department shall continue, unless otherwise rescinded or amended by future Common Council action.
