Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $690,000 for a total estimated cost of these projects being $19,153,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $690,000 with the total cost estimated to be $19,153,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
2nd Aldermanic District
N. 76th St. - 110 feet north of W. Leon Terr. To 140 feet north of W. Sheridan Ave. (SM495160031): Relaying storm sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $184,000. This project is anticipated to be completed during the 2016 construction season.
4th Aldermanic District
E. Chicago St. - N. Water St. to N. Milwaukee St. (SM495160030): Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $25,000). The total estimated cost for this project including the requested amount is $1,000,000. This project is anticipated to be completed during the 2016 construction season.
W. Highland Ave. - Old World Third St. to N. 4th St. (WT410170623): Relaying water main. (Nonassessable Water Fund Budget Line 5010 -- $5,000; Nonassessable Water Fund Budget Line 6410 -- $10,000). The total estimated cost for this project including the requested amount is $110,000. This project is anticipated to be completed during the 2017 construction season.

The total estimated cost for this project including the requested amount is $130,000. This project is anticipated to be completed during the 2017 construction season.

The total estimated cost for this project including the requested amount is $135,000. This project is anticipated to be completed during the 2017 construction season.

The total estimated cost for this project including the requested amount is $37,000. This project is anticipated to be completed during the 2016 construction season.

This project is anticipated to be completed during the 2017 construction season.

N. 5th St. - W. Juneau Ave. to W. McKinley Ave. (SM495160037): Relaying sanitary and storm sewers. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $368,000. This project is anticipated to be completed during the 2016 construction season.

S. 2nd St. at W. Washington St. (ST211160143): Laying of concrete curb and gutter. Laying of concrete walk. Removing and replacing pavement as necessary. Doing all necessary grading pertaining to said work. (Nonassessable Reconstruction Paving Fund -- $8,000). The total estimated cost for this project including the requested amount is $35,000. This project is anticipated to be completed during the 2016 construction season.
13th Aldermanic District
W. Barnard Ave. - S. 13th St. to S. 14th St. (SM495160025): Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $75,000. This project is anticipated to be completed during the 2016 construction season.
E. Layton Ave. - S. Howell Ave. to a point 300 feet east of S. Howell Ave. (SM495160035): Relaying sanitary sewer and storm sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). Paving coordination (SM495160028): (Nonassessable Sewer Maintenance Relay Fund -- $300,000). The total estimated cost for this project is $300,000. This project is anticipated to be completed during the 2016 construction season.
2016 Sewer work prior to paving (SM495160500): Sewer work prior to paving. (Nonassessable Sewer Maintenance Relay Fund -- $100,000). The total estimated cost for this project including the requested amount is $1,500,000. This project is anticipated to be completed during the 2016 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
