Title
Resolution authorizing the Department of Public Works to accept and expend contributions up to $75,000 to fund recycling outreach, education, and promotion activities.

Analysis
This resolution authorizes the City of Milwaukee, Department of Public Works, to accept and expend 2015 contributions up to $75,000 to support public outreach, education, and promotional activities and campaigns associated with the City’s curbside recycling program.

Body
Whereas, Section 304-24 of the City of Milwaukee Code of Ordinances regulates the receipt, appropriation and expenditure of contributions received by the City; and

Whereas, Common Council File 131796 authorized the Commissioner of Public Works to execute a contract (Operating Agreement) with Resource Recovery Systems, LLC, doing business as ReCommunity, for the construction and operation of a Materials Recovery Facility(MRF) in partnership with Waukesha County; and

Whereas, Common Council File 131795 approved an Intergovernmental Cooperation Agreement between the City of Milwaukee and Waukesha County regarding a Regional Recycling Agreement for Processing and Marketing Recyclables; and

Whereas, The Operating Agreement with ReCommunity and the Intergovernmental Cooperation Agreement with Waukesha County include Contractor payments of education fees for each ton of Recyclable Material delivered to the MRF by the County and City to fund recycling outreach, education, and promotion activities and campaigns to improve recycling rates payable to each of the City and County each year according to their respective tons; and

Whereas, The education fee is set at $2.00 per ton at the outset of the Intergovernmental Cooperation Agreement and updated as specified therein and per the City and County Operating Agreements with ReCommunity; and
