This resolution expresses the City’s opposition to the provision in the K-12 Omnibus Motion #457 passed by the Wisconsin Legislature’s Joint Committee on Finance providing that only education operators may purchase school buildings declared surplus, underutilized or vacant by resolution adopted by the Milwaukee Public Schools Board.

Whereas, The K-12 Omnibus Motion #457 passed by the Wisconsin Legislature’s Joint Committee on Finance provides that only education operators may purchase school buildings declared surplus, underutilized or vacant by resolution adopted by the Milwaukee Public Schools (MPS) Board; and
Whereas, Motion #457 defines an education operator as a school chartered by a chartering authority other than MPS or a private school, or an entity contracting to operate an independently-chartered school or a private school; and
Whereas, Restricting the sale of surplus, underutilized or vacant MPS buildings to education operators hampers real estate development in the City of Milwaukee by effectively blocking from the market developers seeking to develop unneeded MPS buildings for office, residential or commercial uses; and
Whereas, Restricting the sale of surplus, underutilized or vacant MPS buildings to education operators violates the basic and sound free market principle of real estate development, namely that property should always be developed for the highest and best community use; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee opposes the provision in the K-12 Omnibus Motion #457 passed by the Wisconsin Legislature’s Joint Committee on Finance providing that only education operators may purchase school buildings declared surplus, underutilized or vacant by resolution...
