Substitute resolution relative to the acceptance and funding of the Bioterrorism Focus Planning Grant from the State of Wisconsin Department of Health Services.

Analysis
This resolution authorizes the Health Department to accept and fund the 2014-15 Bioterrorism Focus Planning Grant from the State of Wisconsin-Department of Health Services in the amount of $31,553. The purpose of the contract is to assure that the Milwaukee Health Department is prepared to respond to emerging communicable disease outbreaks, including Ebola virus disease (EVD), monitor activities to enhance capabilities for electronic monitoring, ensure local reporting, and to develop plans for persons that are lost to follow up or noncompliance.

Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Health Services for the 2014-15 Bioterrorism Focus Planning Grant to assure that the Milwaukee Health Department is ready to respond to communicable disease emergencies including Ebola; and

Whereas, The operation of this grant project from 12/22/14 to 06/30/15 would cost $31,553 entirely provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that acceptance of the grant from the State of Wisconsin - Department of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2015 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled 2014-15 Bioterrorism Focus Planning Grant (Ebola):
