This substitute resolution approves a Cooperation Agreement among the City of Milwaukee, the Redevelopment Authority of the City of Milwaukee and the Harbor District, Inc. to achieve world-class redevelopment of the Harbor District.
Body
Whereas, Milwaukee’s Harbor District is defined as the land and waterways approximately bounded by Bay Street on the south, 2nd Street on the west, the Milwaukee River on the north and Lake Michigan on the east, which area includes the Port of Milwaukee; and
Whereas, The City of Milwaukee (“City”) wishes to collaborate with the Redevelopment Authority of the City of Milwaukee (“RACM”) and the Harbor District, Inc. (“HDI”), a Wisconsin non-stock corporation, to revitalize and redevelop the Harbor District; and
Whereas, The parties recognize that leveraging the strengths and resources of both the public and private sectors can lead to the world-class redevelopment of the Harbor District; and
Whereas, HDI was created as a 501(c)(3), with leadership from the City, to serve as the venue for the public-private partnership to facilitate the revitalization and redevelopment of the Harbor District; and
Whereas, The initiative includes development of a comprehensive waterway and land use plan (“WaLUP”) for the Harbor District, in accordance with the City’s area plan process and smart growth principles, to guide future land users that will generate jobs and tax base, capitalize on market opportunities, recommend possible infrastructure investments and identify potential catalytic projects; and
