Resolution directing a transfer of funds from the Capital Improvements-Advance Planning Fund to a subaccount for the Harbor District Initiative.
Analysis
This resolution transfers $50,000 in funds from the Capital Improvements-Advance Planning Fund account into a subaccount to provide consultant assistance for a market analysis and land use plan for the Harbor District, located generally in the area bounded by the Milwaukee River to the north, South 2nd Street to the west, the Bay View neighborhood to the south and the Port of Milwaukee and Lake Michigan to the east.
Body
Whereas, On May 27, 2009, the Common Council of the City of Milwaukee ("Common Council") approved the Near South Side Area Comprehensive Plan, one of thirteen area comprehensive plans for the City of Milwaukee ("City"), that includes land use policy recommendations and catalytic projects for redevelopment; and
 
Whereas, The Harbor District is one of several neighborhoods within the Near South Side Area Comprehensive Plan; and
 
Whereas, Since the completion of the City's Comprehensive Plan, the Department of City Development continues to develop more detailed strategic land use and redevelopment plans for neighborhoods; and
 
Whereas, On December 17, 2013, the Common Council approved ReFresh Milwaukee, the City's first sustainability plan that identifies the Inner Harbor public-private effort as a catalytic project, with the goal of providing a progressive waterfront that serves the community environmentally, economically and socially; and
 
Whereas, A market analysis and land use plan that follows the City's comprehensive planning process, and future waterways plan, will be developed as part of the Harbor District Initiative; and
 
Whereas, Technical assistance in these planning activities has often been provided by outside consultants; and
 
Whereas, Funds are necessary to provide for such consultant services for market analysis and land use plan; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is directed to transfer the amount of $50,000 from the Capital Improvements-Advance Planning Fund, Account No. UR01214000A, to Subaccount No. UR012140100, to be used by the Department of City Development, as stated herein, to provide technical support for land use policy development for the Inner Harbor Initiative; and, be it
 
Further Resolved, That the Department of City Development is authorized to enter into such contracts and agreements, as necessary, to accomplish the purpose and intent of this resolution.
