Minutes note: Ms. Hatala said that this nomination was submitted by Ald. Bauman and is located in his district. The school was built in three sections and it is unknown who the architect was. This is a basic school with nice touches on it and it was built with the intention of accommodating an addition. Some building parts, such as the louvre ventilator, are still intact. In the 1880s the school had 200 children in the basement and was seriously overcrowded. In the 1890s an addition was built. Once all the additions were completed, the school had 28 classrooms. This is an example of a modern schoolhouse and is in a good state of preservation. Staff recommends historic designation as the building meets three criteria: e-1 -- cultural significance; e-5 -- distinguishing characteristics of an architectural type and e-9 location and established or familiar building. Ald. Bauman moved, seconded by Mr. Williams, to open a public hearing. There were no objections. Francis Schrodell -- 1139 N. 21st -- he supports the designation Robert Tanzilo - 6662 W. Locust St. -- he supports the designation Gregory E. Gregory - 1321 N. 21st St. - he supports the designation Ron Roberts - Dept. of Neighborhood Services Commercial Code Enforcement - the department supports the nomination, but is concerned about the water damage and falling bricks on the building and that the perimeter be secured. A roof and exterior facade inspection need to be done as soon as possible. The Milwaukee Preservation Alliance supports the designation as well, but Dawn McCarthy did not wish to speak. The public hearing was closed. Ms. Pieper Eisenbrown was excused for this item.

Whereas, The Milwaukee Historic Preservation Ordinance, s. 320-21 of the Code of Ordinances, provides that historic sites, structures and districts may be designated by the Common Council upon the recommendation of the Historic Preservation Commission; and
 
Whereas, The Historic Preservation Commission, at its September 8, 2014 meeting, by a vote of five (5) ayes, one (1) excused and one (1) absent recommended historic designation of the 5th District School aka William McKinley School aka 20th Street School at 2001 W. Vliet Street in the 4th Aldermanic District;
 
Whereas, This area possesses integrity of location and fulfills the following criterion set forth in s. 320-21-3:
 
e-1.  Its exemplification and development of the cultural, economic, social or historic heritage of the city, state of Wisconsin or the United States
 
e-5.  Its embodiment of distinguishing characteristics of an architectural type of specimen
 
e-9.      Its unique location as a singular physical characteristic which represents an established and familiar visual feature of a neighborhood, community or the city
 
; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the 15th District School aka William McKinley School aka 20th Street School at 2001 W. Vliet Street  and further described as follows:
 
LYNDE'S ADD'N IN SW 1/4 SEC 19-7-22 BLOCK 1 LOTS 1 TO 22 INCL & N 1/2 VAC W MCKINLEY AVE ADJ
 
be designated as a Milwaukee historic site. The Preservation Guidelines pursuant to the Historic Designation Study Report, a copy of which is attached to this file, shall apply to this site and is adopted by the Common Council as part of this file.
