Substitute resolution approving a job training program for the Northwestern Mutual Project.
Analysis
This resolution authorizes the execution of a Workforce Development Program Agreement (TID No. 78) between the City and the Wisconsin Regional Training Partnership, Inc., for job training to be undertaken in conjunction with the Northwestern Mutual Company Project.
Body
Whereas, The Northwestern Mutual Company (“NM”) is undertaking the demolition of the outdated East Building located on its downtown campus and the construction of a new office building complex (the “Office Project”); and

Whereas, NM and the City have entered into a Cooperation and Development Agreement (the Northwestern Mutual Life Insurance Company Project) dated as of the first day of December, 2013 setting forth the basic terms for development of the Office Project and the provision of City assistance pursuant to the TID No. 78 Project Plan (the “TID Project Plan); and

Whereas NM and City have also entered into a Human Resources Agreement (the “Northwestern Mutual Life Insurance Company Project”) dated as of December 1, 2013 providing for the utilization of Small Business Enterprises (“SBEs”), participation in City’s First-Source Employment Program and participation in City’s Resident Preference Program (“RPP”) in the construction of the Office Project by NM; and

Whereas, Attached to this Common Council File No. 131775 is a draft Workforce Development Program Agreement (TID No. 78) which provides for the implementation of a Workforce Development Program as set forth therein by The Wisconsin Regional Training Partnership, Inc. (“WRTP”) utilizing up to $500,000 in TID No. 78 funding; and
