Title
A substitute ordinance to further amend the 2014 rates of pay of offices and positions in the City Service.
 
Analysis
This substitute ordinance changes the rates of pay in the following departments:
 
Fire Department, Health Department, Library, Mayor, Municipal Court, Department of Neighborhood Services, Police Department, Department of Public Works - Operations Division, Department of Public Works - Operations Division, Department of Public Works - Water Works
 
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Part 1, Section 1 of ordinance File Number 130419 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 1IX, delete the titles "Housing Outreach Director" and "Housing Policy Director".
 
Part 2.  Part 1, Section 1 of ordinance File Number 130419 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2014 - December 22, 2013):
 
Under Pay Range 1BX, delete the titles of "Water Distribution Field Supervisor (2)" and "Water Meter Field Supervisor"; add the title of "Water Field Supervisor (2) (4)" and footnote "(4)" to read "Recruitment is at $2,157.00 ($56,081.88)".
 
Part 3.  Part 1, Section 1 of ordinance File Number 130419 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 10, 2014 - April 27, 2014):
 
Under Pay Range 1AX, add the title "Permit Desk Supervisor".
 
Under Pay Range IBX, delete the title "Parking Operations Supervisor".
 
Under Pay Range 1DX, add the title "Parking Operations Supervisor (2)".
 
Part 4.  Part 1, Section 2 of ordinance File Number 130419 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 2DN, delete footnote "(9)" in its entirety and replace footnote "(9)" to read as:
 
"(9)  The City shall pay a premium of $45.00 biweekly for Public Health Nurses assigned on a full-time basis with full responsibilities to one of the following job assignments: Health Center Coordinator, Charge Nurse/STD Clinic, Charge Nurse/TB, Lead (Pb) Program Coordinator, Charge Nurse/Staff Development Unit, Charge Nurse/Family Health Clinic, Charge Nurse/WIC, Health Information Coordinator, Immunization Coordinator, PHN Coordinator-HIV Women's Program and PHN Coordinator-Adolescent School Health (ASHP).  Effective Pay Period 25, 2003, Public Health Nurses assigned on a full-time basis with full responsibilities to the job assignment of PHN Coordinator-Adolescent School Health (ASHP) shall also be eligible for the $45 biweekly premium.".
 
Under Pay Range 2JN, delete the current Official Bi-weekly minimum rates and substitute the minimum rates as follows: "Hourly:  29.67; Biweekly:  2,373.89; Annual:  61,721.14" and add designation "(1)" to the title "Plan Examiner III (2)".
 
Under Pay Range 2MX, add the titles "Housing Outreach Director" and "Housing Policy Director".
 
Part 5.  Part 1, Section 3 of ordinance File Number 130419 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 3BN, under the title "Sanitation Inspector", delete designation "(2)" and replace with designation "(4)".  Under footnote "(2)" at the bottom, delete "Recruitment is at $1,380.50 ($35,893.00)" and add designation "4" to read as follows: "(4)  Recruitment is at $1,380.50 ($35,893.00)".
 
Part 6.  Part 1, Section 4 of ordinance File Number 130419 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 4OX, change the maximum bi-weekly rate to "4,043.78" and delete footnote "(1)" in its entirety.
 
Part 7.  Part 1, Section 5 of ordinance File Number 130419 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 5EN, add designation "(7)" to the titles of "Accounting Assistant III" and "Office Coordinator (1)".
 
Part 8.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
 
Part 9.  The provision of Part 2 of this ordinance is deemed to be in force and effect from and after Pay Period 1, 2014 (December 22, 2013).
 
Part 10.  The provision of Part 3 of this ordinance is deemed to be in force and effect from and after Pay Period 10, 2014 (April 27, 2014).
 
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after its passage and publication.
 
Part 11.  This ordinance will take effect and be in force from and after its passage and publication.
