Substitute Resolution amending Common Council File #131107 relative to the acceptance and funding of the 2014 Consolidated Contract from the State of Wisconsin Department of Health Services.
Analysis
This resolution amends Common Council File #131107 relative to acceptance and funding of the 2014 Consolidated Contract from the State of Wisconsin Department of Health Services. The purpose of the contract is to continue programming in three service areas, Maternal and Child Health (MCH), Immunization Program (IAP) and Lead Detection, during 2014 under the Consolidated Contract allocations.
Body
Whereas, Common Council File #131107 authorized the Health Department accept and fund the 2014 Consolidated Contract Grant from the State of Wisconsin Department of Health Services.  This grant provided for a total of $1,445,490 with a grantor share of $1,058,983 (73%) and a city share of $386,507 (27%); and
 
Whereas, The program income is increased by $5,000; and
 
Whereas, it has been determined that activities of the MCH program will generate program income; and
 
Whereas, grant regulations allow for the use of program income for program related activities; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that MHD is authorized to retain and expend the program income generated from the MCH grant for program related activities; and,
 
Resolved, By the Common Council of the City of Milwaukee that application to the State of Wisconsin Department of Health Services is authorized and the Health Department shall accept such a grant without further Common Council approval unless the terms of the grant changes as indicated in Milwaukee Code of Ordinances Section 304-81; and,
 
Further Resolved, That the City Comptroller is authorized to commit funds within the Project/Grant Parent of the 2014 Special Revenue-Grant and Aid Projects fund, the following amount for the project titled 2014 Maternal and Child Health (MCH) Grant:
