Title
Substitute resolution relating to the issuance of request for proposals and awarding of the contract for the city’s processing and collecting of parking citations.

Analysis
The city’s current contract with Professional Account Management for the processing and collecting of parking citations expires on May 4, 2008. This resolution authorizes the Commissioner of Public Works to develop a Request For Proposal (RFP) for the contract for processing and collecting of parking citations and to submit the RFP to the Common Council for review and approval prior to soliciting proposals. Once the RFP is approved, the resolution also authorizes the Commissioner of Public Works to solicit proposals for the new contract for processing and collecting of parking citations and after reviewing all proposals received, enter into a contract with a proposer.

Whereas, The city’s current contract with Professional Account Management for the city’s processing and collecting of parking citations expires on May 4, 2008; and

Whereas, During 2007, the Department of Public Works will begin developing a Request For Proposal (RFP) for a new contract for processing and collecting of parking citations; and

Whereas, On April 12, 2005, the Common Council adopted File Number 041446, a resolution creating a task force to study delinquent taxes, forfeitures, judgments and fees owed the to the City of Milwaukee (Outstanding Debt Task Force); and

Whereas, The Outstanding Debt Task Force recommendations included that departments with contracts with collection agencies look at collection costs, performance criteria and collection techniques; and

Whereas, In order to ensure that the Outstanding Debt Task Force recommendations relating to collection contracts are included in the new contract for the city’s processing and collecting of parking citations, it would be beneficial for the Common Council to review a...
