Title

Substitute resolution directing the Intergovernmental Relations Division-Department of Administration to seek a change in state legislation governing the Southeastern Wisconsin Regional Transit Authority.

Analysis

This resolution directs the Intergovernmental Relations Division-Department of Administration to seek introduction and passage of state legislation which would provide that an action of the Southeastern Wisconsin Regional Transit Authority may be taken if a simple majority of the Authority’s governing body votes to approve the action, except that a favorable vote by at least 6 of the governing body’s 7 members shall still be required for any action that authorizes the levying or collection of any tax or fee within Milwaukee County.  State statutes currently require that at least 6 of the governing body’s members vote in favor of any action in order for that action to be approved.

Body

Whereas, Section 59.58(6), Wis. Stats., the legislation creating and governing the Southeastern Wisconsin Regional Transit Authority, provides that no action may be taken by the Authority unless at least 6 members of the Authority’s 7-member governing body vote to approve the action; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Intergovernmental Relations Division-Department of Administration is directed to seek introduction and passage of state legislation which would provide that an action of the Southeastern Wisconsin Regional Transit Authority may be taken if a simple majority of the Authority’s governing body -- rather than at least 6 of the body’s 7 members -- votes to approve the action, except that a favorable vote by at least 6 of the governing body’s members shall still be required for any action that authorizes the levying or collection of any tax or fee within Milwaukee County.
