Title
Substitute resolution directing the Department of Employee Relations to initiate a joint request-for-proposal process with other local governmental bodies for third-party administrators of health and prescription drug benefits.
Analysis
This resolution directs the Department of Employee Relations to initiate a joint request-for-proposal process with Milwaukee Public Schools, Milwaukee County and other local governmental bodies that may wish to participate in a process of selecting a third-party administrator for health benefits and for prescription drug benefits. Contract terms shall commence January 1, 2015. The department shall report to the Common Council on the outcome of the selection process no later than 120 days from the adoption of this resolution.
Body

Whereas, The current contracts between the City and United Healthcare for administration of employee health benefits and between the City and Express Scripts for administration of employee prescription drug benefits shall expire on December 31, 2014; and

Whereas, Contracts for a third-party administrator for each of these benefits plans are necessary for the provision of these benefits commencing on January 1, 2015; and

Whereas, Milwaukee Public Schools and Milwaukee County must also secure contracts for third-party administrators of employee health and prescription drug benefits; and

Whereas, Other local governmental bodies have shown interest in participating in a joint request-for-proposal process; and

Whereas, The City, by working jointly with Milwaukee Public Schools, Milwaukee County, other local governmental bodies, and its consultant, Willis of Wisconsin, may obtain more favorable contract terms; and, now, therefore, be it
