Analysis
Section 92-2-6-h and s. 92-2-7 each prohibit secondhand dealers from engaging in business dealings with minors less than 18 years of age except in the presence of a parent or guardian or upon written authorization of a parent or guardian executed in the presence of the secondhand dealer. Section 92-2-7 requires that the written authorization be retained on file for use in future transactions conducted without the presence of the parent or guardian.
 
This ordinance repeals the redundant provisions of s. 92-2-6-h. The remaining provisions of s. 92-2-7 clarify that a minor's written authorization by a parent or guardian must be retained on file in order to be used for future transactions business dealings with the minor conducted without the presence of a parent or guardian.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1. Section 92-2-6-h of the code is repealed.
 
Part 2. Section 92-2-6-i of the code is renumbered s. 92-2-6-h.
