Title
Substitute resolution relating to the issuance of a Request for Proposals for the purchase and installation of multi-space parking meters.

Analysis
This resolution authorizes the Commissioner of Public Works to issue a Request for Proposals for the purchase and installation of multi-space parking meters in order to obtain the best possible solution that is technologically sound, cost-effective, reliable, durable and aesthetically pleasing. The resolution also authorizes the Commissioner of Public Works to enter into a contract with the winning proposer for the purchase and installation of multi-space parking meters.

Body
Whereas, In the 2006 Parking Fund budget the Common Council authorized $1.3 million for the purchase and installation of multi-space parking meters; and

Whereas, The Department of Public Works estimates that approximately 1,500 single-space meters located in the downtown area will be replaced with at least 100 multi-space parking meters; and

Whereas, The Department of Public Works plans to procure a multi-space meter that utilizes coin and debit/credit card payment, enhances financial reporting for auditing and adjudication purposes, and utilizes wireless communication; and

Whereas, The Department of Public Works is pursuing a Request for Proposals to obtain the best possible solution that is technologically sound, cost-effective, reliable, durable and aesthetically pleasing; and

Whereas, After successful installation of the multi-space meters, the Department of Public Works plans to study whether to expand the installation to other areas of the City; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized to issue a Request for Proposals for the purchase and installation of multi-space parking meters; and, be it
