Title

Resolution requesting the State Parole Commission to give weighted scrutiny to requests for parole for inmates convicted of homicide against peace officers prior to December, 1999.

Analysis

This resolution requests the State Parole Commission to give weighted scrutiny to requests for parole for inmates convicted of homicide against peace officers prior to the implementation of “truth in sentencing” in December, 1999, thereby eliminating the likelihood of parole. 

Body

Whereas, In December, 1999, Wisconsin law was amended such that “truth in sentencing” was implemented and the opportunity for parole was effectively eliminated for persons who commit certain felony crimes; and

 

Whereas, There are many persons who are currently incarcerated who committed serious felony crimes prior to December 31,1999, and who are not subject to this law; and

 

Whereas, There are a number of inmates who are not subject to this law who are eligible for parole, including those who have committed homicides against peace officers; and

 

Whereas, There are numerous state provisions which provide enhanced penalties for acts committed against peace officers, and homicides committed against peace officers should also be afforded weighted scrutiny in parole determinations; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Common Council requests the State Parole Commission to give weighted scrutiny to requests for parole for inmates convicted of homicide against peace officers prior to the implementation of “truth in sentencing” in December, 1999, thereby eliminating the likelihood of parole; and, be it

 

Further Resolved, That the City Clerk shall forward a copy of this resolution to all members of the State Parole Commission.
