Analysis
This resolution cancels $47,609.25 in past-due rent and receptionist, telephone and miscellaneous occupancy charges for the Sight Center's occupancy of space at the Isaac Coggs Community Health Center and the Johnston Community Health Center during the period extending from the 4th quarter of 1997 through the 1st quarter of 2000.
Body
Whereas, The Sight Center is a minority-owned business that provides optical services to uninsured and underinsured elderly clients from offices in the Isaac Coggs Community Health Center and Johnston Community Health Center as part of the federally-funded Municipal Health Services Program; and

Whereas, On behalf of the U.S. Department of Health and Human Services Health Care Financing Administration, the City of Milwaukee Health Department administers occupancy and service contracts for the Sight Center's programs at the 2 health centers; and

Whereas, As part of this contractual arrangement, the Sight Center is required to pay the City "rent" for City-provided services that the Sight Center receives at the 2 health centers, including utility, security, receptionist and cleaning services; and

Whereas, Because it has been experiencing financial distress over the past few years, the Sight Center now owes the City over $47,000 for past-due rent for the period from the 4th quarter of 1997 through the 1st quarter of 2000; and

Whereas, The Common Council finds that it is important to keep the Sight Center financially viable because of the valuable services that this business provides to low-income elderly residents of the city of Milwaukee; now, therefore, be it
