Title
Resolution authorizing a Grant Agreement with Midwest Bikeshare, Inc., and the Milwaukee Office of Environmental Sustainability.
Analysis
This resolution directs the City of Milwaukee to enter into a Grant Agreement with Midwest Bikeshare, Inc. to fund a portion of the bikeshare system with funds provided from the Energy Efficiency and Conservation Block Grant and Solar America Cities contribution account.
Body
Whereas, Midwest Bikeshare, Inc. ("MBS") is a Milwaukee-based nonprofit organization established by local bicycling advocates to promote, implement and maintain a bike-sharing program in the City; and
 
Whereas, On July 24, 2012, the Common Council approved File No. 120428 directing the Commissioners of the Department of City Development and Department of Public Works to work with MBS to establish a bikeshare system in the City of Milwaukee ("City"), including financial support and system planning; and
 
Whereas, The Common Council adopted Resolution File Number 091147 on January 20, 2010, accepting and funding the Energy Efficiency Conservation Block Grant (EECBG) in the amount of $5,839,100; and
 
Whereas, The Common Council adopted Resolution File Number 100455 on September 21, 2010, authorizing the Department of Administration - Office of Environmental Sustainability to revise the activities of the EECBG from the U.S. Department of Energy in the amount of $5,839,100; and
 
Whereas, In consideration of City funding for a portion of the bikeshare system, MBS will operate a bikeshare system available to the general public, providing an amenity for residents and visitors; and
 
Whereas, The US Department of Energy project Officer has indicated bikeshare systems are an allowable activity under the Energy Efficiency and Conservation Block Grant, now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the proper City officials are directed to execute a Grant Agreement with MBS, a copy of which is attached to this Common Council File; and, be it
 
Further Resolved, That the proper City officials, in consultation with the City Attorney's office, are authorized to make non-substantive changes to the Grant Agreement without further Common Council action as necessary to achieve the intent of the City's action and to provide for the implementation of the bikeshare system; and, be it
 
Further Resolved, That the City shall make available to MBS up to $38,000 in total funds from its Energy Efficiency and Conservation Block Grant and solar contribution account to fund a portion of the bikeshare system; and, be it
 
Further Resolved, That the proper City officials are authorized and directed to execute any additional documents and instruments necessary to carry out the provisions of the Grant Agreement.
