Title
Substitute resolution approving an intergovernmental cooperation agreement between the City of Milwaukee and Waukesha County relating to a request for proposals for recycling services.
Analysis
This resolution authorizes the Commissioner of Public Works to enter into an Intergovernmental Cooperation Agreement with Waukesha County to jointly issue and process a request for proposals for recyclables processing services.
Body
Whereas, the City of Milwaukee (City) and Waukesha County (County) each owns a Material Recovery Facility (MRF) that historically has been operated under private contract, and has processed similar annual quantities of recyclables; and
 
Whereas, the existing processing systems in both the City's MRF and the County's MRF have reached or exceeded their useful design life; and
 
Whereas, between 2007 and 2012, a series of studies were completed by both the County and the City to determine the best path for future MRF updates or alternative arrangements as needed to adopt to changing recycling collection and processing systems; and
 
Whereas, due to a number of program efficiency advantages that single-stream recycling has over dual-stream recycling, the above noted studies have strongly recommended that both the County and City implement a single-stream recycling system; and
 
Whereas, the Recycling Task Force, commissioned by the City Common Council in 2009, recommended in its final report to implement single-stream collection and processing of recyclables and to investigate in detail utilizing the City's MRF building as either a transfer station or a regional single-stream MRF; and
 
Whereas, the above noted studies suggest significant economies of scale through joint processing of recyclables from the City and the County; and
 
Whereas, the City and County wish to jointly issue a Request for Proposals and enter into a contract for the processing of recyclables; and
 
Whereas, the City and County intend to enter into another Intergovernmental Cooperation Agreement once a preferred option has been selected for processing recyclables; now, therefore, be it
 
Resolved, by the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized to execute the attached Intergovernmental Cooperation Agreement with Waukesha County providing for a joint Request for Proposals to enter into a contract for the processing of recyclables; and, be it
 
Further Resolved, that once a preferred option has been selected for processing recyclables, the Commissioner of Public Works shall make a recommendation to the Common Council for the approval to enter a final contract for the processing of recyclables, and for an Intergovernmental Cooperation Agreement with Waukesha County to administer and implement the recycling contract and program.
