The internal members will be from the Mayor's office, the City Clerk's office, the Chief of Police, the Comptroller's office, and the City Attorney's office. The other four members will be individuals who interact with the committee and the council- a member of the Great Lakes Beverage Association; a member of the Wisconsin Restaurant Association; a member of the Tavern League; and one member appointed by the Common Council President. To eliminate any potential abuse, hold hearings and be as comprehensive as possible. The Task Force will submit its findings and recommendations to the Common Council. Ald. According to the police department, some police activity was done as part of a sting operation that was not revealed to the owners. Currently, there is usually only one, maybe two bartenders. Appicant says they tried having security but it didn't really work. Ald. Coggs asks about security cameras, of which the app says there are none. The applicant says having security is expensive for a small business. Ald. Hamilton says he doesn't believe that there is the lack of knowledge of all the drug activity. He wants to hear acceptance of responsibility. Blas Cerda, 2214 S. 14th St., father of the applicant and bartender, at the table. He says if he sees any illegal activity, he tells the customers to leave. The applicant says that no member of her family has ever been arrested for selling drugs. Mr. Cerda had a previous drug conviction for possession, but not for selling. Regarding the contaminated bottles of liquor, the bottles were contaminated with fruit flies, but the applicant says they now do a better job of cleaning and keeping the bottles covered. Regarding missing receipts mentioned in the police report, the applicant states that the receipts were just not at the location at the time. Applicant says she was aware of previous arrests, about two, but was not made aware of all the activity until she received the notice to appear. She thought they were doing a sufficient job of curbing the previously known drub activity. Only family members bartend at the location. No objectors present. Ald. Witkowiak thinks the establishment is a victim of some of its patrons. Ald. Kovac wants to know about the impact of previous warning letters. Ald. Salem St, lives 1/2 block away. He says he has been approached at the location by underaged people to buy cigarettes and alcohol. He says he sees garbage cans knocked over, a lot of noise and people hanging around; a very unkempt property. Chris Monroe, 6318 S. 20th St. , across the street from the establishment; witnessed young patrons squeal tires, play loud music, loitering, throwing garbage on the parking lot grounds and on the condo property. The incidents disappeared when the previous establishment closed. Hand delivered a complaint to the applicant with no response. Gale Dobron, 1914 W. Salem St., worked 2nd shift until December. Would arrive at 9:15 or 9:30 pm home to a number of cars and noise in the parking lot and young people milling around. According to Ms. Dobron, since the business has ceased operation, the problems have disappeared. Atty Banger asks about the store's closing time of 9:00pm, but Ms. Dobron said that the lights would still be on past 9:00 pm. Elizabeth Kozinski, 6304 S. 20th St. When walking her dog, she observed loud behavior, including a man regularly shouting across the street. She says the problems disappeared once the business closed. Thomas Frozena, 6382 S. 20th St., agrees with previous testimony. Chester Kuzminski, 1814 W. Salem, 1/2 block away, Vice President of the College Heights Neighborhood Association. He agrees with the other neighbors and says the association was formed as a result of the problems at the location. He requests that the license not be renewed for the health of the neighborhood. Michael Murphy, 4171 S. 1st Pl, a few miles from the location. He is a representative for the Garden District Neighborhood Association. The organization opposes the license. Ald. Witkowski held a meeting last year about a new applicant and says it was opposed by the neighbors. He also says the location was not a establishment that was kept up when it was in business and problems were not addressed. He recommends denial of the license. The location's license was granted last year, but it was not issued. But renewal rights are retained up to a year after the license is granted. The applicant says he closed previously due to financial problems and termination of the lease. Mr. Neubauer/Ogden is working on a new lease with Mr. Shah. The applicant says the business is fifty percent convenience and fifty percent liquor/beer, but the money coming in is higher for the alcohol, which makes it appear to be thirty percent/seventy percent.
