Special Letter Charles Burgess, assistant manager, at the table with the applicant. Alex Runner from Ald. Hines' office present at the table. The applicant says that the building violations are being addressed with court dates. Regarding the underage event, Ms. Martin says the alderman's office told her that she did not need any permits, but she later discovered that was not true. Mr. Burgess says they were told later that they needed to contact Sgt. Chet Ulickey to provide notice to the police. Ms. Martin says they have taken measures to keep bottles of liquor from being contaminated, and says that the invoices for the alcohol were on premise but were locked up. Mr. Burgess says that now invoices are kept in a book at the bar at all times. Mr. Burgess says the the police come in three or four times a week, which is bad for business. He believes that the police are viewing the establisment based on the location's previous staff and history. Mr. Burgess also says that they are trying to make the bar a safe environment. He says a totally new staff has replaced that of the previous incarnation of "Leoric". Mr. Burgess says that there is security that is licensed to carry firearms, but are not allowed to because the owners don't want firearms on the premises. The background investigation reveals that there is an eviction in process for the applicants at the business location. Having a lease for a business operated by someone else is not allowed. Alex Runner, Staff Assistant for President Hines. Says Hines' office was told that the applicant had not met with the Business Improvement District. Pres. Hines believes that there is a public relations problem with the establishment and that perhaps the name of the establishment should be changed. Ms. Martin says that they have met with the BID and the community planning council. No neighborhood objectors present. Ald. Hamilton asks whether the application can be heard without verification of a lease. Sgt. Ulickey says the main concern is with residency. Asst. City Atty. Bruce Schrimpf states that there is not a specific requirement for a lease, but there is a requirement that the license holder have control of the premises. Mr. Burgess states that efforts to change the crowd from that of the previous incarnation of the establishment, including security cameras and closing early, have been made. Mr. Runner says that Hines' office prefers the applicant to the current owner of the establishment, a Mr. McKenzie. The applicant prefers thirty and above as an age restriction, but is requesting age twenty-five and over. Ms. Martin and Mr. Burgess also said that they want to change the name, but were told that they could not. Rebecca Grill clarifies that a request for a name change can be put in the application; the change just cannot be made to the establishment while it is licensed by someone else. Ald. He also says the incident is on video taken by bar security cameras. He says a group of patrons came in and stayed for about two hours playing pool. The two individuals involved in the shooting had no contact in the bar prior to the shooting according to the video. The bar now has metal detectors and a device for scanning IDs. Atty. Arena says that the owners run a tight ship. No neighborhood objectors present; supporters are present. Janine Oshkenaniew, 1234 S. 23rd St. ; was also a patron of the previous establishment. She says she feels safe at the location and has witnessed no other fights. Goes two or three times a week. Victor Balistreri, 3130 W. Lincoln; has been patronizing for about two years. Has never seen any trouble there and feels confortable there. Was a patron of the previous establishment and sees a change for the better. Jon Lusz, 3481 Bristol Creek Dr.; son of the applicant. He says the place is very safe and that patrons tell him that they enjoy going to the establishment. George Crandall, 2355 S. 33rd St.; wasn't there for the incident, but had a retirement party there two weeks earlier and was impressed with the security at the bar. There were no incidents whatsoever while he was there. He also witnessed a person without identification refused service at another time. Ald. Donovan agrees with the testimony given by the supporters. He was not in support of the licensee at the beginning because of the issues at the previous location. He says that by all indications the applicant has turned things around. Ald. Donovan also says he saw the video of the shooting incident and saw no indication of any conflict between the shooter and the victim. He appreciates the video surveillance provided by the bar. He believes the applicants have done the best they can and does not hold the applicant responsible for the shooting incident. Ald. Zielinski asks about preventing guns from getting into the establishment. The applicant says she obtained a detection want, an ID scanner and signs right after the shooting. Atty.
