Title
Resolution supporting Wisconsin 2011 Senate Bill 165, an act relating to birth certificates for Milwaukee County residents.
Analysis
This resolution expresses support for Wisconsin 2011 Senate Bill 165. Under this bill, a resident of Milwaukee County may obtain a free birth certificate for one year following the effective date of the bill if the resident needs the birth certificate to obtain a driver's license or identification card for voting.
Body
Whereas, Under current state law, beginning with the 2012 spring primary election, an elector must present proof of identification that includes a photograph of the individual to vote in an election; and
Whereas, One of the requirements for obtaining a Wisconsin identification card or driver's license is providing proof of name and date of birth by presenting a certified U.S. birth certificate, valid passport or certificate of naturalization; and
Whereas, Under s. 69.22, Wis. Stats., there is a fee of $20 for a certified birth certificate; and
Whereas, The required fee for obtaining a certified birth certificate may place an undue financial burden on eligible voters, particularly elderly, minority and rural voters; and
Whereas, Under Wisconsin 2011 Senate Bill 165, a resident of Milwaukee County may obtain a free birth certificate for one year following the effective date of the bill if the resident needs the birth certificate to obtain a driver's license or identification card for voting; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration-Intergovernmental Relations Division is directed to lobby for passage of Wisconsin 2011Senate Bill 165, an act relating to birth certificates for Milwaukee County residents.
