Title
A substitute ordinance to convert portions of East and West Wells Street and North 2nd Street from one-way operation to 2-way operation.
Analysis
This ordinance converts the following street segments from one-way operation to 2-way operation during the upcoming reconstruction of the Juneau Avenue and Wisconsin Avenue bridges:

1. East and West Wells Street from North Prospect Avenue to North 6th Street (currently eastbound traffic only).

2. North 2nd Street from West Wells Street to West Michigan Street (currently southbound traffic only).
Body
Whereas, On October 12, 2010, the Common Council adopted File Number 100235, a resolution approving the Downtown Area Comprehensive Plan Update as an element of Milwaukee Overall Comprehensive Plan; and

Whereas, The Downtown Area Comprehensive Plan Update recommends the conversion of several one-way Downtown streets (including Wells and 2nd Streets) to 2-way traffic; and

Whereas, The benefits of conversion of one-way streets to 2-way traffic include:

1. Slower traffic speeds, which result in fewer speed-limit violations and, potentially, fewer and less-serious traffic accidents.

2. Decreased vehicle-miles-traveled (resulting from more direct routes and less “driving around the block”).

3. Improved customer access to businesses, which in turn stimulates the creation of new businesses and jobs, supports business retention efforts, improves commercial-space occupancy rates and rent levels, and strengthens the property tax base.

4. Potential improvements to pedestrian safety, particularly stemming from slower traffic speeds and fewer unconventional turning movements.
