Analysis
This ordinance provides exceptions to the requirement of s. 320-3 that members of boards and commissions be residents of the city.  The exceptions are for any member who represents the interests of Milwaukee county transit services and any member representing the interests of handicapped passengers in the Milwaukee metropolitan area.
 
The ordinance also provides that members of the public transportation review board may name alternates as provided in s. 320-4. A person named as an alternate by a member who is not subject to the city residency requirement shall also be exempt from the city residency requirement.

Part 1. Section 320-16-1-e and f of the code is created to read:
 
320-16. Public Transportation Review Board.
 
1. CREATED.
 
e. The city residency requirements of s. 320-3 shall not apply to any member representing the interests of Milwaukee county transit services or any member representing the interests of handicapped passengers.
 
f. Each member of the public transportation review board may name an alternate as provided in s. 320-4. A person named as an alternate by a member who is not subject to the city residency requirements of s. 320-3 shall also be exempt from the city residency requirement.
