Analysis
Current code provisions require that the city purchase from the lowest bidder in accordance with city ordinances for participation of emerging business enterprises, local business enterprises and the purchase of American-made vehicles. This charter ordinance adds the purchase of Milwaukee-made, Milwaukee county-made, Wisconsin-made and American-made goods in conjunction with a proposed ordinance which establishes a requirement for the city to purchase Milwaukee-made, Milwaukee county-made and American-made goods.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 16-05-2-b of the city charter is amended to read:
16-05. Purchasing.
2. CONTRACTS, BIDDING.
b. All contracts required to be purchased from the lowest responsible bidder under this subsection shall be purchased from the lowest responsible bidder determined in accordance with any applicable city ordinances for participation of emerging business enterprises, local business enterprises [[or]] >>,<< purchase of American >>-<< made vehicles >>, purchase of Milwaukee-made goods, purchase of Milwaukee county-made goods or purchase of American-made goods<< which are in force.

Part 3. This is a charter ordinance and shall take effect 60 days after its passage and publication, unless within such 60 days a referendum petition is filed as provided in s. 66.0101(5), Wis. Stats., in which event this ordinance shall not take effect until submitted to a referendum and approved by a majority of the electors voting thereon.
