Alexander Carson, City Attorney's Office Mr. Stern presented the staff report and the recommendation from the Historic Preservation Commission. Public testimony with concerns: Atty. Richard Donner, legal counsel for property owner Atty. Joe Goldberger, legal counsel for property owner Legal counsel testified that the study report called for the historic designation to apply only to the building and not the site, which presented legal concerns with the file as currently composed. City Attorney's Office to review, respond to, and substantiate the legal concerns raised by legal counsel prior to the Common Council. Analysis

This resolution grants permanent historic designation to The Millerand apartment building at 3035 W. Wisconsin Avenue in the 4th aldermanic district.

 

Body

 

Whereas, The Milwaukee Historic Preservation Ordinance, s. 320-21 of the Code of Ordinances, provides that historic sites, structures and districts may be designated by the Common Council upon the recommendation of the Historic Preservation Commission; and

 

Whereas, The Historic Preservation Commission, at its March 11, 2024 meeting, by a unanimous vote, recommended historic designation of The Millerand apartment building at 3035 W. Wisconsin Avenue; and

 

Whereas, This building fulfills the following criterion set forth in s. 320-21-3:

 

e-.5.  Its embodiment of distinguishing characteristics of an architectural type or specimen

 

e-6.  Its identification as the work of an artist, architect, craftsman or master builder whose individual works have influenced the development of the city

 

; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that The Millerand apartment building at 3035 W. Wisconsin Avenue, further described as:

 

Tax key No. 4012002110 THORNRIDGE IN SE 1/4 SEC 25-7-21 BLOCK 1 LOTS 4-5 & N 40' OF LOTS 6 & 7 AND LOT 8 & THE S 90' OF THE W 33' OF LOT 9 BID #10

 

be designated as a Milwaukee historic site. The Preservation Guidelines pursuant to the Historic Designation Study Report, a copy of which is attached to this file, shall apply to this site and is adopted by the Common Council as part of this file.
