Analysis
Current code provides criteria that must be met for the police department to accept grant funds for the provision of additional law enforcement services. The code allows for acceptance from tax-exempt public or quasi-public entities that own or operate large venues open to the public that occasion additional police services in areas adjacent to the venue. Law enforcement grants may also be accepted by entities that own or operate facilities that present unique security needs or licensed alcohol beverage establishments.

This ordinance expands current criteria to allow for acceptance of grant funds for additional law enforcement services from 501(c)(3) corporations seeking to enhance public safety through community crime intervention initiatives.

Body
Whereas, Common Council Resolution File Number 011573, adopted April 23, 2002, established a policy for acceptance of grant funds from tax-exempt public or quasi-public entities that own and operate large venues open to the public which often require additional law enforcement services in order to meet the needs of public safety and convenience, thereby relieving the general city property tax-payers from funding the cost of these additional law enforcement services and providing the framework for agreements with the Bradley Center Sports and Entertainment Corporation, the Milwaukee Brewers Baseball Club and the Milwaukee Public Schools; and

Whereas, Common Council Resolution File Number 021317, adopted March 25, 2003, amended this policy to allow acceptance of grant funds for such additional police services in areas of the City adjacent to qualifying public venues, allowing for such an agreement with the University of Wisconsin-Milwaukee; and
