Substitute resolution relating to application for, and acceptance, funding and expenditure of, a Wisconsin Department of Transportation 2019 Harbor Assistance Grant for Ferry Terminal Building Rehabilitation.
Analysis
This resolution authorizes the Port of Milwaukee to apply, accept, fund and expend a Wisconsin Department of Transportation 2019 Harbor Assistance Grant for Ferry Terminal Building Rehabilitation in the amount of $240,000.
Body
Whereas, The City of Milwaukee appears to be eligible for 2019 Harbor Assistance Grant funds from the Wisconsin Department of Transportation, Bureau of Railroad & Harbors; and

Whereas, It is the mission of the Port of Milwaukee to enhance the overall economic environment of the region by stimulating trade, business, and employment; and

Whereas, The Port of Milwaukee owns and maintains a Ferry Terminal Building used in cross-Lake Michigan ferry service; and

Whereas, In order to accommodate continued efficient use of the building by the tenant (Lake Express), it is necessary to rehabilitate the building due to uneven floor settlement; and

Whereas, This rehabilitation of the Ferry Terminal Building at the Port of Milwaukee is estimated to cost $300,000, of which $240,000 (80%) will be provided by the Wisconsin Department of Transportation (grantor share) and $60,000 (20%) will be provided by the City budget (Fund 0481 capital account; City share); now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, That the Port of Milwaukee is authorized to apply for and accept Wisconsin Department of Transportation 2019 Harbor grant funds in accordance with the terms of the attached “GRANT AGREEMENT Identification Number: 0495-19-03 (GO Bond) Wisconsin Harbor Assistance Program By and Between Port Milwaukee, WI and the Wisconsin Department of Transportation” without further Common Council approval unless the terms of the grant chan...
