Analysis
This resolution directs the Commissioner of Public Works and the City Attorney, with the assistance of the Superintendent of Water Works, to study the feasibility of establishing a local manufacturer for items needed in the replacement of water infrastructure and to report their findings to the Common Council within 60 days.
Body
Whereas, Milwaukee’s water infrastructure, including pumping and treatment facilities, distribution lines and sewers, frequently requires repair and upgrading, including replacement of various items; and

Whereas, The City is responsible for the purchase of items needed in the replacement of water infrastructure, either directly or through City contractors; and

Whereas, The City supports local industry and employers in a variety of ways, including through the Local Business Enterprise Contracting Program, which provides bid incentives for local business enterprises on City contracts; and

Whereas, The City also supports local business and manufacturers through City purchasing regulations that require, subject to certain limitations, the purchase of Milwaukee-made goods for purchases subject to formal competitive bidding, and if Milwaukee-made goods are not available, Milwaukee County-made goods; and

Whereas, The Common Council desires information about the feasibility of establishing a local manufacturer for items needed in the replacement of water infrastructure; now, therefore, be it
